Open Alibaba or Made-in-China, run an e-bike search, and you’re looking at twelve suppliers, prices swinging from $119 to $189. The cheapest one catches your eye first — and that’s how most importers get burned. E-bikes aren’t a t-shirt or a phone case. A quote that just says “FOB $169” rarely tells the whole story. Half the fees never make it onto that page, and they tend to arrive at your port instead of your inbox. By then, what you actually paid is a long way from the number you liked. Here’s the stuff people keep forgetting to ask about in FOB and CIF quotes, so you compare what the bike really costs, not what it looks like on paper.
Who Pays for What
Trade terms sound fancy, but really they just draw a line: on which side of the ship each person’s money stops.
Under FOB, your job starts once the bike’s on board. The seller handles getting it there; freight, insurance, and everything at your port fall to you. CIF sounds like more — the seller also pays the sea freight and a basic insurance policy — but clearing customs, moving the box at your terminal, and delivering it are still yours.
Here’s the trouble. A lot of cheap quotes print one bare FOB number and leave the rest unsaid. You take $169 as the whole bill, and quietly, it isn’t.
FOB: Charges That Find Their Way Back to You
FOB says the seller pays the domestic leg, and that’s true on paper. In practice, some low-ball factories pass the origin local charges to the forwarder and let them bill the consignee — people in the trade call it local charge collections. Nothing on its own hurts, but pile them up and it’s a few hundred dollars a container, missing from your quote entirely.
The usual suspects: OTHC, the terminal handling fee for lifting and loading the box; the DOC or B/L fee, once per original bill of lading, with a little extra for telex release; booking, seal, and VGM weight declaration; ISPS, that small but nearly universal port security charge; customs clearance, inspection, certificate of origin. Floating on top are EBS bunker surcharges and PSS peak-season surcharges, which climb after the quote expires.
Easy fix. Just ask: “Is every origin local charge inside this FOB price, or will anything be collected on arrival?” Make them write out OTHC, DOC, booking, seal, VGM, ISPS, and clearance. If it doesn’t say “all local charges at origin included,” it isn’t a clean number.
CIF: Freight and Insurance Aren’t Set in Stone
People choose CIF to make life easier — freight and insurance sorted. Three things still catch you out.
Freight moves. It doesn’t freeze on quoting day. Peak season, carriers throw on GRI hikes, PSS, EBS, and rates can turn over multiple times in a month. They price off today’s freight; by the time you’ve ordered, produced, and shipped a month later, it may have jumped. The factory either eats it or comes asking you to top up. Know when the freight holds until, who takes surcharge swings, and how long the quote lasts.
The insurance is bare bones. CIF buys 110% of cargo value at basic liability — narrow cover, no war or strike risk, and a slog to claim on. On expensive bikes with batteries, buy your own cover or ask for broader clauses. Don’t read “CIF” and think you’re protected.
And honestly, CIF only gets the box to your port’s ship. DTHC, release fee, destination paperwork, customs broker, duties, storage, detention — yours. THC hits both ends, origin and destination, $200–$700 a container depending on where you are.
The E-Bike Extras Nobody Mentions
Quote a normal bicycle and none of this matters. The lithium battery changes the math — Class 9 dangerous good, two costs buyers keep missing.
Dangerous-goods handling surcharge. A battery container books separate DG space; carriers charge handling and segregation, and you file UN38.3, MSDS, and the sea-transport appraisal beforehand. Pure cells, built-in batteries, complete bikes cost differently. No line on the quote? They’ve buried it or bill you at shipment.
Certification isn’t free. UL2272 in the US, CE/EN17128 in the EU, TISI Thailand, QCVN Vietnam, your market’s COC — testing, issuance, annual maintenance all cost, some certs run thousands of dollars. Cheap quotes default to bare bike, no cert. Before signing: is certification in the price, and does the certificate sit under the factory or can it go on your brand.
The Quiet Costs: Packaging, Paperwork, Money
Packaging. Export bikes ride on fumigation-free pallets, steel-strapped, moisture-wrapped — more than a plain carton. Cheap quotes give you the lightest option; scratches and damp on arrival are yours. Ask if local labels, reflectors, your decals are included or extra.
Documents. CO, Form E, RCEP, Form A cut your duties but cost to issue; rerouting the B/L, changing the consignee, telex release, splitting the bill — each another fee. Small, but they stack.
Money and FX. Price is USD, the rate moves. T/T vs L/C, L/C discrepancy bank charges, remittance fees on small orders — keep them in the back of your mind. The rate only holds while the quote’s alive.
Detention and demurrage. Slow paperwork, slow clearance, the box sits past free time, and the daily bill goes to you. That’s why how fast they hand over documents and full clearance files matters.
How to Compare Without Losing Out
Forget the bare unit price. Ask for landed cost — unit price, origin charges, CIF freight and insurance, certification, packaging, paperwork, each on its own line. Add your destination THC, clearance, duties, delivery, then compare that.
Want the quote fully written: origin charges in FOB or not, how many days freight locks, insurance clauses, validity, cert included, packaging grade, payment terms. Whoever spells it out rarely hits you with add-ons.
Ask about battery DG fees and certification ownership separately — that’s what makes an e-bike quote different from a bike quote, and where cheap numbers hide.
Run from the “all-in rock-bottom.” No line items, absurdly low figure — the cost moves to your port and later top-ups. The factory listing every line, telling you plainly what you pay yourself, is the one to trust.
First small order: walk every incidental charge, write it down. Second container, you’ll know the real numbers and who’s being straight with you.
At Aurora Electric Vehicle (Shandong) Co., Ltd., we build quotes with everything broken out, so you don’t open a bill after the goods have already left.
FOB lays out origin charges plainly — OTHC, DOC, booking, seal, VGM, ISPS, clearance — marking what’s inside and what’s collected on arrival, nothing hidden. CIF shows the freight lock period, who shares surcharge swings, and lists coverage and clauses on its own line; we don’t pretend CIF is door delivery.
Battery bikes: DG booking, UN38.3/MSDS, and whether market certification (CE, E-mark, UL, TISI, QCVN…) is included are itemized, with cost and certificate ownership separate — no paying at the border. Packaging tiers out: fumigation-free pallet, steel strapping, moisture wrap, and we settle up front whether decals and local labels sit in the price.
Even on a 50-unit small order, you get the full line-item breakdown and sample-fee policy, so the real landed cost is worked out before you commit, not paid off at the port.
Truth is, nothing in a quote is free. Some charges sit on the table, some wait for later. Skip the lowest number on the page — take the supplier who puts every dollar out in the open. A cheap price you can actually read is the only cheap price worth having.
